Privacy Policy — PDF Tools: Merge, Split, Edit
Last updated: 1 November 2026
PDF Tools: Merge, Split, Edit ("the app", package com.tordroid.pdftools) is developed by Tordroid.
Summary
- Your documents and images are processed only on your device. They are never uploaded by the app.
- The app does not collect personal data and has no accounts.
- Free users can watch optional rewarded ads (Google AdMob) to unlock some tools. AdMob may collect device data as described below. Premium users see no ads.
- Purchases are handled by Google Play.
Your files
- You choose files through Android's system file picker or photo picker. The app only opens the files you pick.
- Viewing, merging, splitting, editing, organizing, compressing, protecting, converting, scanning, reading text from scans (OCR) and translating all happen on your device.
- New files are saved only where you choose. Your original files are never changed.
- When another app hands the app a PDF ("Open with") with only temporary access, the app keeps a private copy inside its own storage so it can reopen it from Recent files. The newest 25 copies are kept; uninstalling the app deletes them.
- The app remembers recently opened files (name, size, page count, time opened), reading settings and your saved signature on your device. You can clear recent files at any time. Uninstalling the app deletes all of this.
Advertising (free version)
Some tools can be used a few times per day for free by watching a rewarded ad. Ads are provided by Google AdMob. To show and measure ads, Google may collect and process data such as your device's advertising ID, IP address, app interactions and approximate location.
- In the EEA, UK and Switzerland the app asks for your consent before personalized ads, and you can change your choice at any time in Settings → Ad privacy choices.
- You can reset or delete your advertising ID in your device's Google settings.
- Learn more: How Google uses information from sites or apps that use its services.
Purchases
Premium subscriptions, passes and the lifetime unlock are processed by Google Play. The app does not see or store your payment details. Premium is linked to your Google Play account. Google's privacy policy applies: policies.google.com/privacy.
Google services the app uses
- Google Play Billing: to buy and restore Premium.
- Google Play Integrity: to check that the app was installed from Google Play and has not been modified. This sends a request about the app and device to Google; it contains no documents.
- Google ML Kit: text recognition and translation run on your device. The first time you translate into a language, the app downloads that language pack from Google. Your text is not sent to Google.
- Google document scanner: runs on your device and does not give the app camera access.
- Google Play in-app updates and reviews: to offer app updates and an optional rating prompt.
Permissions
- Internet: used only by the Google services above. Your files are never sent anywhere by the app.
- Billing: to buy Premium through Google Play.
- Notifications: only to show progress for a long job.
No storage, camera, location or contacts permissions are requested.
Crash reports
Some builds may send a crash report (stack trace and device model) to Google Firebase Crashlytics so bugs can be fixed. Crash reports do not include your documents.
Children
The app is not directed at children under 13.
Changes
If this policy changes, the updated version will be published at this same address with a new date.
